Most of my app convos are short like this before I get their #. Does it matter if you build rapport in the app or over text? Also any ideas on how to respond? Should I push for her to qualify herself by saying something like "hmm should I tho" or go for the close/get her # first.

Generally it doesn't matter that much. As long as the rapport is built somewhere before the meetup. It just comes down to preference and personal style. In terms of this one, I would say something like "Challenge accepted. Do you like wine?"
