Really depends on the context man. How friendly are you guys. When do you see her. But in general, all the same rules of good game would apply. You would just chat her up, show interest, propose a drink and ask for her number

Just ask after inviting her into ur home for lunch or dinner. U no need to play too much cuz she is ur neighbour she may know something about ur charchter
