Weird comment from her but unless she has a pattern of doing this then give her the benefit of the doubt.

If she does this a lot then my guess is she doesn't want to meet and is just looking for attention. If you feel that's true then you'll be wasting your time messaging her.
If you want to keep trying for a bit longer then try calling her out. Example:
I appreciate humour, but is there a reason you're being difficult to make plans with?
Keep messaging, good practice at the very least.
"Got me good, glad to see you're still alive though"
Don't be too needy / pushy now on the date. Hopefully if you back off but stay persistent in engaging with her she will push herself.
Go with " now u have earned urself a punishment on our date 😈"
